Mr Gladstone and Sir W, Harcourt have declined to discoss any conditions for Mr Parnell’s retirement, ■ ' New-Tore, Nov. 30. The Irish delegates in America have cabled to Mr Justin McCarthy statins that they have read Mr Parnell’s manifesto that his continuance of the leadership is impossible.
