ENGLAND AND GERMANY.
London, June 18. The agreement between England and Germany over the East African question has been signed, Germany lakes the Congo frontier from Lake Tanganyika to the first degree of south latitude. Zanzibar cedes sovereign rights of the east coast to Germany and England, while the Utter cedes Heligoland to Germany, Germany receives free transit to Lake Nyassa and the Congo, and surrenders the coast line from Witu to Juba, leaving England without a competitor except Italy to the borders of Egypt. The English and German press generally applaud the settlement of the East African difficu'ty. The Emperor is represented «s being delighted at the cession of Heligoland. It has been stipulated that the residents in Heligoland shall ba free from conscription, and that the Customs duties shall not ha altered for twenty years, June 19. The opinions of the press vary as to the cession of Heligoland. The St, James’ Gazitte considers that England has made a bad bargain. The Pall Mall Gazette cobs it a shameful transaction. The Star stigmatises the Premier as a traitor, and the Obfoplcle speaks of it as ignominous, . • Mr Gladstone opposes tbe'cession of Heligoland. Die .Gertjaan press is jubilant. The French press considers it a degrading arrangement.
