London, JunelC. Three thousand dock labourers at Gloucester have struck work owing to an alleged breaeh of agreement or/tbe part of the employers. At ijmaru on Thursday the wharf laborers obj cted to tho crew of the barque Abercarne discharging 600 tons of ballast from that vessel into trucks, threatening if tho crew did the work to refuse to empty the trucks or load the vessel. They held the work was not the duty of the crew, and that they were entitled to it. The master and agent gave way, and ths wharf hands did the work. The wharf laborers claim to have thus asserted, once for all, a principle and that benqeforth, crews will not be allowed to discharge ballast,
