The water was choppy and the day windy, the time being 22min 3sec, Cambridge were the favorites. The election for the vacant seat of Fyr district took place and resulted in the return of Mr Somerville, a Conservative representative, who defeated Mr Kentledge, Radical, by 130 votes. The vacancy for this constituency Arose owing to the resignation of Mr John Sinclair, a Gladstone Liberal, Mr Davitt is acting as mediator between the Liverpool dock owners and the men on strike.
Madrid, March 27, The Spanish Chamber have passed a Bill conferring universal suffrage. It is not expected to be opposed in the Senate, Berlin, March 26. Bismarck took farewell of the Emperor to-day. The Emperor has assured the ambassadors of foreign Powers that he will strenuously promote peace, D’Alvensleben, German Ambassador at Brussels, succeeds Count Herbert Bismarck as Secretary of State for Foreign Affairs. Prince Bismarck, after bis farewell audience with the Emperor, bad a tremendous reception by the populace. When taking leave of the Emperor, lie lifted the latter’s children on to his shoulders, and said that his life was centered in the Fatherland, Prince Bismarck has accepted a Dukedom as his second title. Ihe Pope felicitates the Kaiser on trying to improve the condition of the working classes, but adds that the solution of the difficulty requires the powerful assistance of the Church, H.R.H. the Prince of Wales has been banquetted by the Ist Regiment of Dragoon Guards. Ihe Emperor proposed the toast of Queen Victoria. St, Petersburg, March 26. Russia has obtained a monopoly of the Persian railways. It is rumored that the Czar is appointing a commission to inquire into the recent atrocities in Siberia. Hew March 25. A bomb has been discovered in (he Post-Office at Philadelphia. Kingston (Jamaica), March 26. Some excitement lias been caused by a visit of a Russian war ship. The seamen were not allowed to land, it is believed, because they were sketching the port.
