BISMARCK'S RESIGNATION.
Berlin, March 20. The appointment of De Caprivi to succeed Bismarck is confirmed. It is reported De Boetticher will become President of the Prussian Ministry and Count Herbert Bismarck will probably go as Ambassador either to Paris, London or Constantinople, The public is intensely excited. It is thought Bismarck considered himself slighted beciuse the Emperor did not consujt him on all points of policy.
The crisis hag caused a heavy fall od tbe Paris and Vienna bourses, but has only been slightly felt in the London Stock Exchange. It is stated that Count Waldefsee disagreed with the proposal of the Emperor William to convene a Congress to consider the abolition of standing armies and the interest oroußed necessitated some decisive steps being taken. The Emperor William is moving in tbe direction of improving the condition of the working: class in the employ of the Government, wbo have been requested to form a permanent committee for the purpose of negotiating respecting the bourg of labor, the works undertaken, and kindred subjects. March 22. Princo Bismarck's resignation was gazetted to-day. The Emperor has published a special order in which he expressed bis regret that the separation of the Chancellor and himself was unavoidable. H« further states that he will ever hold Prince Bismarck's services in grateful memory, and pays a tribute to bis wise and energetic policy in the interests of peac. lie has presented the retiring Minister with a life-size painting of himself. Prince Bismarck has been created Duke of Lanexburg, and appointed a Field Marshal. Tbe Emperor declinod to accept tba resignation of the Prussian Ministry which was sent in simultaneously with that of Prince Bismarck. In his special order the Emperor says that it is impossible to repay Prince Bismarck's unequalled services to Germany. The ex-Chancellor would still continue to advise the Government when necessary, and his peace policy would be maintained. The resignation is said to be finally due to the Emperor insisting that Ministers should be responsible apart from the Premier. De Cuprivi is regarded as a capable man, BnJ bis appointment is popular. Count Herbert Bismarck in the interim will receive a foreign appointment.
