London, March 18. Lord Salisbury discredits the statement that Consul Buchanan has hois'tOd the British ensign in the Shire district 1 , and thinks it probable thO flag has merely been hoisted on some vessel in the river. March 19. It has been discovered that the hoisting ot the British flag in the Shire district took place outside the territory which England admits belongs to Portugal. The Portnguese Press express a desire to cease diplomatic relations with England, and publish attacks on the Prince of Wales. Durban,. March 18. The Portuguese officials have protested against the hoisting of the British flag, but did not forcibly oppose it.
