London, March 16. The Government declined to nominate Burns as delegate to the Berlin Conference.! Berlin, March 18. The Labor Conference assembled on Saturday, The President, Count von Barlepsch formally .welcomed the delegates in the name of the Emperor, The proceedings: will be kept secret. The French language .will be employed in the debate. Committees have been appointed to study work in mines, Sunday labor, and the employment of wDmeh and children.
