PARNELL COMMISSION.

London, March 12

Lord Randolph Churchill denounced tbe Parnell Commission as utterly unconstitutional. By means of a ruthless use of the cloture the Government had forced its opponents to submit. It was an unprecedented and unparalleled instrument of oppression. He hoped some fu'-ure Parliament would expunge from its journals the record of the Commission. Mr Chamberlain said the Commissioners' report showed that the Government was right. Jhe alliance between the Parnelliteß and the! physical force party in America could certainly not be denied. All Mr Forster's charges iagaioet the Irish party in 1882 had ibeen proved. Mr Jennings moved the amendment iof which he had given notice, but afterwards withdrew it, declining to allow himself to be identified with Lord Randolph Churchill's hostile attitude. ¥r W. S. Caine moved the amendment with the resuk that it was rejected by 321 to 259.

Mr W, H. Smith's original motioD, thanking the Commission, was then ■dopted without division.

The Irish members' expenses before the Parnell Commission amounted to £37,000.
