Mr Gladstone opposed the amendment in favor of establishing a Scotch Parliament, on the ground that the time was not ripe for such a proposal.
Feb. 21, Mr, Evans, Home Ruler, has been elected unopposed for the Glamorganshire seat, rendered vacant by the death of Mr C. R. M. Talbot.
Mr W. 8. Caine, whip of the Unionist party, has written a letter stating that Mr Parnell comes out of the inquiry virtually unscathed, He, is horrified at the conduct of the Times in publishing libels on such flimsy evidence. The amendment to the Address, in favor of a Parliament for Scotland, was rejected by a majority of 40. ' The Unionist party are issuing a pamphlet censuring the Times for its part in connection with the pub ! icatiofj of the articles on Patnellism and Crime, and at the same time it denounces the committal of outrages in Ireland. ! Mr W. H. Smith's motion concerning the Times-Parnell Commission has been postponed until the 3rd March. The amendment in favor of free education has been defeated by sixty. The Irish members supported the amendment. The Government are favorable to Mr Morley's principle that Catholics and Jews should retain control of their schools, but consider that the time is not yht rin<3 for bringing the question forward.
