ARRIVAL OF THE SAN FRANCISCO MAIL.

Auckland, Dee. 7. Arrived—Mariposa, from San hranciscoi after a passage of 19 days 10 hours. AMERICAN SUMMARY. San Fkancisco, Nov. 15. General Boulanger remains in Jersey, and has just had a conference with bis friends on his prospects. He is now writing his autobiography, for which a Paris publisher offers 250,000 franc*. The Swiss Government have apologised to the United States for arresting and imprisoning five Americans in Berne in August last on suspicion of their being pickpockets, and offer reasonable damages, if demanded.

The municipal elections throughout Italy on Sunday, November 3rd, resulted in a victory for the Liberals and Radicals, and the defeat of the Clericals. _ The Empress of Austria while visiting the Italian shore ef Lagodi Casta early in November, was greeted by roughs with cat-calls and howls, and when the steamer left the landing a volley of stones fell upon its deck. The Emparor was enragsd beyond all measure when the matter was raoorted to him, and the Italian ambassador at once called upon Count Kalnoky and presented the apologies of bis Government.

A royal decree has been issued ordering an enquiry into the disordered finances of Rome. Despatches up to November XI th from South Africa, report a famine as the result of a drought throughout the Transvaal, The situation at Johannesburg is critical, and breadstuffs were selling at famine prices. A syndicate of London capitalists have paid 1,000,00® dollars for the associated breweries of St. Louis, The money to meet the first payment of 10 per cent, was cabled from London ou November 9th. The terms of the transfer are the payment of 7,000,000 dollars in cash, and an additional 5,000,000 in first mortgage bonds on the properly sold. The English Court has ordered Dion Boucicault to pay £3O monthly as alimony to his divorced wife, Agnes Robertson. The trial of sixty-five persons charged with swindling a large number of Galician peasants, by inducing them to emigrate to America on falsa statements, and then obtaining a commission on the passage money, was progressing on Novembr 15th at Wadowice. In one year 5799 were despatched this way. The swindlers made enormous gains. The Emperor of China, who married against his will and in obedience to his mother, now refuses to see either her or his wife. The Tyet, of St. Petersburg, of Nov. 9tb, says that China is arming her troops on the Russian frontier with repeating rifles, and that her soldiers are being drilled by German officers. The Grand Duke Nicholas, uncle of the Czir, is slowly dying from cancerous formation in the ear. THE LONDON SCANDALS. With regard to tha scandals at a club in the West End, in a despatch of November 10th, Lord Arthur Somerset, Major of the Horse Guards, who is a son of the Duke of Beaufort, is openly accused of the most villainous conduct, and it ia said has fled the country. Prince Albert Tictor, the eldest son of the Prince of Wales, is said to have mere pressing reasons for his trip to India than pleasure. It is understood he will remain till the excitement of the scandal has subsided. The Privy Council held a meeting on November9th to discuss this revolting subject. Six sittings had been held in secret at the Marlborough Street Court, and several lads and postal messengers were arrested in connection with the case. The Government, however, did not desire to spread the scandal, and by their advice the magistrates abandoned further proceedings. ®n November 14th, the Commissioner of Police, Mr Munro, threatened to resign unless warrants for the arrest of those who figured in (he scandal were issued. Within ten days preceding, Lord Salisbury received a request from Mr Munre, who asked to be allowed to issue the warrants. In the meantime Lord Salisbury quietly gave warning to the accused, who left for the Continent. Mr Munro declares, if be goes, he will publish the truth of the scandal. Among the names mentioned in connection with it are Lords Ronald Gower and Errol, the Equerry of Prince Albert Tictor. Lord Somerset, also mentioned, has resigned from the Guards,. CANADA. The French Canadians are now claiming a majority in five cities of New England. This is a reason, according to Honore Mercier, Premier of Quebec, why there is considerable sentiment among that class in favor of the annexation of Canada to the States.

Ritualism has caused a serious split in St. George’s Church, Ottawa. When the “ Kyrie” was sung on Sunday, September 3rd, Sir Wm. Ritchie, Chief Justice ot the Supreme Oonrt of Canada, and a score of other prominent worshippers, promptly walked out of the church. Sir William wants the matter settled by the Courts, and is willing to subscribe for a fund seeking that object. The failure of the Labrador fisheries and the destitution of the inhabitants are attributed to the inroads of American and French fishermen, who use trip nets and other engines of wholesale destruction. It is asserted that during the season vessels from uloucesler swept these shores, getting full cargoes, and treating the three mile limit with contempt. The Canadian Fishery Department - is making an investigation. The Chinese Restriction Act for Canada was discussed in a Cabinet meeting on November 12th. There was some opposition. Several members declared that the development of British Columbia was almost wholly dependent on Chinese labor.

He concluded by urging the young Liberals to do all iu their power to secure the utmost freedom of trade between the two countries. After Mr Wiman sat down, Mr Oberley asked some pertinent questions, which threw the meeting into disorder, lasting for some time. Later despatches says the Dominion » Government is becoming alarmed at the hold the agitation in favor of closer trade rplajions, and in some quarters political union, with the United States is gaining on the country, ft is believed by the authorities in Omaha that a treaty with the United States, embracing all international disputes between the American Government and Canada, now pending, will bo negotiated by Sir Julian Pauncefort, British Minister at Washington, within six months, he having full power to settle all these questions, a fact that is regarded by the Washington Government with much favor. Heretofore negotiations have been greatly impeded owing to the laxity and want of interest of the Colonial Office in London.

Hudson Smith, an eccentric clergyman, wall known in California, committed suicide by jumping from a steamer on November 9ch en route from Fall River to New York. Colonel William Cussitie Goodlove and Colonel A, M. Swop, prominent citizens of Lexington, Kentucky, were both killed in a street duel on November 9tb. It is expected that an American Legalien to the Vatican will soon be formed. Some excitement has been caused by a reported great find of gold in Western North Carolina. Public opinion is strengthening in favor of holding the World’s Exposition in 1892 in Chicago, instead of New York. The time by rail from San Francisco to New York has bees shortened by ten hours. The negroes are wild over the lynching of Owen Anderson, who had criminally assaulted Annie Tolliver, the young daughter of a leading Democrat at Desborough, and they vow vengeance. George Francis Train, who years ago had some Melbourne experience, and who has been in Boston gaol several we aka for debt, was examined on November 9;h on a charge of insanity, when it was found that bis mind was unbalanced, but he was not crazy enough to be confined in an asylum, A VIRGINIA TRAGEDY. A despatch from Burnsburg, Va., of November 12th, mentions a moat sanguinary affair. I)r Walker, a member of the State Board of Medical Examiners, residing at Brownburg, charged Henry Miller, an elderly farmer, with having insulted his wife. Walker threatened to kill Miller, and the litter had Walker arrested. When the case was called the Magistrate's Court was crowded with the friends of the parties. Walker was ordered under bonds but refused to give them. At this junction a window was thrown open, and four pistols were dropped into the court room, Then the trouble began. Miller was instantly killed, it is said by Walker with a knife, Mrs Walker was shot and kiled, Walker was shot twice and fatally wounded, Daniel Miller, a son of the former, was killed by a bullet, and Will, another son, was shot through the body. Samuel Weaver was shot badly, and cut in the neck. A sheriff and posse came on the scene and stopped further bloodshed.
