PRESIDENT HARRISON’S MESSAGE.
Washington, Dec. 3. In bis message to Congress, President Harrison refers to the treaty settled at the recent Samoan Conference in Berlin, which he considers will be productive in restoring law and order iu that group, and it will also maintain the rights and interests of the natives as well as those of foreign residents. He disapproves of any increase in the rate of coining silver dollars. He hopes that the fisheries dispute will be amicably adjusted, and the announcement is made that the financial operations of the year showed a surplus of forty-four million dollars. The President commends to Congress the necessity of considering the question of the revision of the tariff, which is essential to the best interests of the country, and announces that an extradition treaty would be submitted for the consideration of the Senate. The message also recommends that the control of education should be handed over to tho federal authorities, and that liberal mail subsidies should be granted.
