The words “ Home Rule ” are derived from the Austro-Hungarian dispute of 1867. Hungary, like Ireland, was an ancient kingdom that was deprived of its parliament by Austria, but the Hungarians rebelled and got a parliament of their own. What they asked for was Home Rule, and it was from them the late Mr Butt took the words. England backed up the Hungarians in their struggle to obtain Home Rule, and seeing this Mr Butt held that the arguments used by Englishmen in favor of Home Buie for Hungary were equally cogent in their applicability to Ireland. But the English people did not see it in that way. They backed up the Hungarians in their aspirations for it, and sent Irishmen to gaol for demanding it. Hungary got Home Rule, and new it is a happy, contented, prosperous country, and. when war threatened Austria recently, the Hungarians were the first to trim their sails to be in readiness for it. In an article under the head of “BudaPesth,” the Saturday Review of September 7, says“ the last effort of the Magyars to attract visitors to their capital has been the establishment of the famous zone tariff on their railways. Taking Pesth as a centre, the system is divided into thirteen zones," with a uniform charge between each, irrespective of distance. The general effect is a reduction of about 25 per cent,, and at present the maximum first-class fare from any part of the dominion to headquarters is eight florins. The scheme was vehemently attacked and characterised as absurd, but so tar as the experiment has gone it. has proved a success, even on the railways, without taking into account the attainment of the main object, an enormously increased swarm of spending travellers; The audacity of the plan is only another proof of the progressive energy of the Government, and of their steady purpose to push Pesth into more public notice, and to enable it to take a leading position among the great capitals.” People often ask what good can Home Rule do! h&rk what the Hungarians are doing, BudaFesth is the capital of Hungary, and now by this scheme they have adopted it is likely to , become a centre of immense importance. A local government and a local parliament can promote industry, and advance a country in many ways, and it would be the same way in Ireland. Even now the National League (notwithstanding that the Government is doing its best to crush it) is doing an immense amount of good in Ireland. Through its iustrumentality ia awakening public opinion and cementing the people together a large number of industries have been revived, and an era of industrial activity has set in that is surprising people. If the National League under the terrorism of Mr Balfour’s bludgeons and bayonets, has succeeded in inspiring confidence, and promoting industries, what would a local parliament do? There can be no doubt that it would make Ireland a prosperous and contented country.
