GENERAL ASSEMBLY.
LEGISLATIVE COUNCIL. On Tuesday, The Queenstown Athenjeum Bill ; The Native Equitable Owners Act, 1886, Amendment Bill; The Waipa Order in Council Act Validation Bill; Ngarara and Waipero Further Investigation Bill; Kurarnaru Reserve Bill; and the Certificates of Title Issue Empowering Bill were read a second time. The Native Meetings Bill was
further considered in Committee and reported with amendments.
HOUJE OF REPRESENTATIVES. On Monday, The Minister of Lands moved the second reading of the Selectors Lands Revaluation Bill, to provide for a revaluation of certain lands held on deferred payment and perpetual lease, respectively. The second reading was agreed to on the voices after some discussion. The second reading of the Shipping and Seamen’s Act Amendment Bill was agreed to. On the Fire and Marine Insurance Company's Bill gettingjinto Committee, Sir John Hall moved a new clause to the effect- that any local company hereafter incorporated under the Companies’ Act, 1882, for the purpose of issuing only the property of its own shareholders, may be registered as a limited liability company if it possess a paid-up capital of £25,000. —After a lengthy discussion the clause, was agreed to by 40 to 31.—Several provisos were agreed to and the clause as amended was added to the Bill. • - Progress was reported, and the Bills passed through Committee were read a third time and passed. On Tuesday, Replying to questions, Ministers said,that they had intended to appoint a commission to enquire into the claim of Owen, and others, with reference to land at Mokau, but subsequent legislation dealt with the matter, and , it was not now intended to appoint a commission; that Government would extend the postal note system as far as possible; Government would consider the desirableness of providing for the establishment of a criminal Court of Appeal; Government would work out a scheme for bringing teachers under the provisions of Civil Service Reform Act; that one or more inspectors would be appointed under the Licensing Act, outside the local police force if more suitable persons could be found; that it was proposed to introduce a Bill raising the age of consent. The second reading of the Animals Protection Act Amendment Bill was agreed to. It was strongly opposed by Sir George Grey, Mr McKenzie, Mr Marchant, Mr Buxton, and others. An amendment to the New Zealand and South Seas Exhibition Bill was received from the Governor by message, in the direction of enabling local bodies to defray the expenses of sending their own exhibits to the exhibition.—Agreed to. The Fire and Marine Insurance Companies Bill was further considered in reported with amendments, read a third time, and passed. The Shipping and Seamens’ Act Amendment Bill was reported with amendments.
