London, June 24. Russia has occupied Deer Island, near Fusan. In the coarse of his speech at Wardsworlh to-day, Sir James Fergusson said that there was every ground for hoping that peace would be maintained throughout Europe during the present year. Vienna, June 24. The Emperor Francis, in his speech at the opening of the session of delegates of Austria-Hungary, assured them that his foreign policy remained nnchonged. The continued increase in warlike forces elsewhere compelled Austria also to perfect her means of defence. The European situation, in his opinion, remained uncertain. Austria was in complete unison with her allies, and he trusted peace would be preserved. He regretted the abdication of King Milan, and hoped the prudence and patriotism cf the Servians would avert serious danger. He also expressed satisfaction at the steady progress of Bulgaria, Bucharest, June 23. The semi-official Independent Ronmanik denounces the action of the Servian Regents towards Austria, and condemns the formation ,ot a Great Bervia. Belgrade, June 23. A Russian journalist has been expelled from Servia for drafting an antiAustrian manifesto. St. Petersburg, Juno 24. The Russian Government has ordered torpedoes to be kept in constant readiness.
