Berlin, Jane 16. The native rnlers of Samoa will shortly be invited to declare their adhesion to the treaty jast concluded by the delegates to the Samoan Conference. Several provisions of the treaty will come into operation before its formal ratification by the Powers concerned is concluded. London, June 17. Sir James Fergusson stated in the Honse of Commons that the German Government did not approve of the action of the commander who arrested the Btitish subject on board the steamer Richmond, and searched the vessel lor contraband cargo. He was informed that the German authorities were considering the propriety of compensating the owners of the vessel.
