GERMANY AND SAMOA.
Berlin, April 19.
Prince Bismarck, in a despatch to Herr Steubel, the recently appointed German Consul at Samoa, seys he holds Dr Knappe (formerly German Consul at Apia) responsible for the evils resulting from the military action prompted by him on the 17th December last, which needlessly imperilled the peace of Germany with America. The Chancellor states that Germany has no orders to give the Samoan natives about their own affairs, as the German mission to Samoa is restricted to protecting German subjects, and enabling them to develop commerce. The despatch instructs the German naval commanders to use their own discretion when a requisition for force is made by the Consol, unless the requests of the latter are supported by direct authority from the German foreign office.
