SAMOAN AFFAIRS
Berlin, April 16
'Jhe correspnndent of the Daily News asserts that the Marquis of Salisbury refused to allow the Australian colonies to send delegates to the Conference. Count Herbert Bismarc k and Dr Kranel will probably attend the Samoan Conference on behalf of Germany. The Conference commences its sittings on May Ist. Mr Sewell, who was formerly United States Consul at Apia, has been appointed disbursing officer to tba Conference, but it is understood that his appointment has been made with a view of posting the American delegates on Samoan affairs.
A telegram from W ashington indicates that the American Commissioners have been directed to insist on the absolute autonomy of Samoa being established with the native Government,
