In tbe House of Commons to-day, Mr Childers'a amendment objecting to providing funds for tho naval programme except by annual vote, was under discussion, »ud ultimately negatived by a msjorily of 33. The resolution embodying the naval proposals of the Government was carried by a majority of 87.
