TEMUKA ROAD BOARD.
The monthly meeting of the Terauka Road Board was held on Tuesday last. Present—Messrs J. Talbot, J. Fraser, and C. Bisect. MINUTES. The minutes of the last meeting were read and confirmed. ACCOUNTS. Accounts to the amount of £95 KL Id were passed for payment. CORRESPONDENCE. Correspondence was read and dealt with as follows From Mr J. H. Baker, Commissioner of Crown Lands, Christchurch, requesting farther information re unused portion of road running alongside sections 11,076, 110,77 to El.B. 3285 and 10,172, which the Board desired to let.—Overseer to supply information. From Mr H. Waller, South Rangitata, making application for two culverts, and for the ditch to be widened from Little Creek to Big Creek, the fords in their present position backing water on to his land. —The Overaser suggested that wooden culverts would answer the purpose, and he was authorised to put them in. From Mr N. 0. Nicholas, enclosing account for 2s 6d for horse hire, incurred by a member of tbe Eire Brigade when the fire occurred on the Opihi Bridge recently.—Passed for payment. From Mr George Hyde, Melbourne, stating that ho no longer owned any land in the district, and requesting that his name should be struck off the rate roll. The land he was rated for, 100 acres at Rangitata, now belonged to Messrs Reid and Knubley.—The Clerk was instructed to write to Mr Knubley on the subject. From Mr R. Taylor, staling that lie was willing to pay half the coat of the road between his property and that of Mr Bisset.—The Overseer said that the work was being proceeded with. From the Property Tax Commissioner, Stating that be had forwarded statement of values of real propertj proposed for the three years commencing Ist April, 1889 ; for the Temuka Road District. He strongly urged upon the Board the necessity for having the statement thoroughly examined, in order that any errors or omissions should bo detected, mid that he should be informed of any necessary corrections in names, occupations, addresses of owners or occupiers, etc.—The Clerk was instructed, to comply with the request, and to draw attention of the Chairman to any glaring alteration in values.
From the Railway Department, re supply of iron rails. From Mr J. E. March, requesting ioformation re the immigrant cottages erected by the late Provincial Goverement. He wished to know whether the cottages were erected on Reserves 283 and 1652 were still required by the Board, were they let, or to what purpose were they put; in what state are the cottages, and what is the value ot the improvements.—The Clerk stated that he bad replied that the cottages were now under the control of the ArowJienua Town Board, Regarding those at Winchester, he thought they had been sold by Government. TENDERS. Tenders were dealt with as follows Contract No. 39—Cutting Dram and Formation, Educational Reserve 1400— J. Fiefield, £4O ; M. Flaherty, £32 10s; J. Beckley, £29 10s; M. Lawlor £2B (accepted). Contract No. 40-Carting Shingle, Christmas’ Road—J. Beckioy, la 3d per yard (accepted). overseer’s report. The Overseer’s report was dealt with as follows “Gentlemen,-—! have the honor to report for the past month as follows : “ Tenders have been invited for contracts Nos. 39 and 40, forming part of road through Educational reserve 1400 and repairing Christmas’s road. As I could not get the latter road repaired for the sum I w»s authorised to expend on it, I have invited tenders for enough shingle to fill the ruts, and do some slight repairs lo White’s road. The shingling on Parke’s road has been completed. Contract 37, shingling Waitohi road, is still in hand, the contractor for the work having gone harvesting. “Mr McKay’s application to have a road closed on Rangituta Island—l find that this road is the only one giving access to rural section No. 28510, occupied by Mr Page, and that there would be several objectors to its being closed. “ Mr J. Robertson’s application for formation of road fronting his property — There are some low places where water lies for some time after rain that would be drained by the formation of this road. The length of the piece applied for is about 15 chains, and the cost would probably be about £—. The decking and some of the girders in a bridge on the road from Mr Parka’s to the beach ia rqiletfl I have the timber on the ground to repair it, and intend to start as soon as possible. “The bridges on the road from Milford to Parke’s are unfit to carry traction engines, and I would recommend that notices to that effect be put np. “ I am proceeding with the repairing of bridge at Bulmer, and find that a fresh tier of piles will bo required at the south end, as those at present there ure almost scoured out. I have had to obtain some decking for immediate use. —1 bnvn, etc., “F. Archer.” It was resolved that no steps should bo taken to close road on Rangitatn Island ; that the road should be formed opposite Mr J. Robertson’s property; and that notices should be put up on the bridges on the road from Milford to Parke’s that they are unfit to carry traction engines. THE POUND, The Chairman stated that the present leasee of the pound’s tenure would expire on the 31st of March, about two days before the next meeting of the Board would take place. It w»a for the Board to decide whether applications should be invited and dealt with before that meeting by some of the members, by calling a special meeting, or whether they should bo dealt with in the ordinary course. He had no doubt that arrangements could be made with Mr Lawson for keeping the pound until next meeting of the Board, Mr Fraser said be thought when the conditions for the guidance of the leasee of the pound wore drawn up a clause should be inserted making it an imperative part of hia duty to Jay an information whenever he found cattle being herded on the roads. The Act expressly provided that cattle should not be horded on the roads, but the ranger had informed him that he had no power to impound cattle
being heeded. Ho (Mr Fraser) thsught .the ranger should have the same powers a« a constable. Mr Bissot concurred, and the Overseer was instructed to insert a clause in the specifications to that effect. THE FORD NEAR THE MANSE. The Chairman referred to the ford over the Temuka river near the Manse, which was unfit for heavy traffic. The Overseer had informed him that he considered it useless to repair the ford until the grain traffic commenced. The lord was right enough for ordinary traffic, but not for the cartage of grain, Mr Fraser said he understood the driver of the coach between Temuka and Hilton intended to wait on the Board in reference to the ford. The Overseer was instructed to put the ford in proper repair as soon as possible. PROPOSED WARDS. Mr Fraser said when he was elected the wish was expressed that the Temuka Road District should be divided into wards. Ha found that that feeling had only been since strengthened in other parts of the district, and therefore he now wished to give notice that he should move at next meeting to that effect. The time for the annual election was now drawing near, and he thought the matter should be dealt with. The Chairman said Mr Fraser could either give notice now or at any time seven days before the next meeting of the Board. He believed, however, there were a great many formalities to be gone through, and did not think everything could be arranged before uert election.
After some further remarks Mr Fraser handed in the following notice—“ I hereby give notice that at next meeting of tbe Board I shall move that the distict be divided into wards for electoral purposes.” The meeting then terminated.
