IMPERIAL PARLIAMENT.

London, February 28.

In the House of Commons last night Mr Chamberlain vigorously opposed Mr Morley’s amendment to the Address-in-Reply, and challenged Mr Gladstone to produce bis a'leged policy of conciliation. March 2.

To-day, Mr Gladstone, in supporting the amendment moved by Mr Morley, said that the treatment of political prisoners wos both brutal and inhuman. He asserted that the Government were powerless to avert Home Rule being granted to Ireland, and declined to disclose the duty of the Liberals. It was, be said, the duty of the Government to bring about a different state of things I to what existed at present. I Mr Goschen, the Chancellor of the Exchequer. in dealing with (ho question, said that the arrest of political offenders was identical with the administration of Mr Gladstone, and it was intended to ask the present Parliament to deal with local government for Ireland, but for present perverted purposes. Mr Parnell, who was received with great applause, said that Ireland only wanted power to deal with matters concerning herself without the interests of the Empire. Ho admitted England’s right to safeguard the supremacy of the Imperial Parliament, Mr 11. Matthews, the Home Scoretary, said that if the advice given in the past had been acted upon, there would have been no necessity for the introduction of the Crimes Act.

The Amendment was lost by 339 to 260.

Mr T. M. Healey has given notice of motion in the House of Commons to the effect that Sir E. Webster, the Attorney-General, has forfeited the confidence of the House.
