THE CRISIS IN FRANCE.
Paris, February 23. M. Metine having finally failed to form a Ministry, ¥. Tirard, who was Premier in 1887, consented to undertake the task, and has succeeded in forming a Cabinet as follows Tirard, Premier and Minister of Commerce ; Freycinet, Minister of Customs and Interior ; Courcel, Minister of Foreign Affairs ; Rouvier, Minister of Finance ; Jamais, Minister of Marine. The new Ministry is of aali-Boulangist tendencies. M. Tirard aims at rallying tho Opportunists and extreme Radicals. Later. M, Spuller replaces M. Courcel as Minister of Foreign Affairs, Tbe new Cabinet has been received coldly. The Premier declared that he would be content to pass the Budget. Government, he said, would pursue a broad, tolerant policy, and assure the success of tho Paris Exhibition. It was the imperative duty of tbe Government to maintain legal order, and to counteract, if necessary, and suppress factious enterprises.
