Paris, February 19. M. Meline has been unable to allot the remaining portfolios in his cabinet, having only secured four colleagues. Notwithstanding the appeal of President Oamot, M. do Freycinet refuses to join the Cabinet. M. Rouyier will probably be asked to undertake the formation of a Cabinet, but he is distrusted by the Radicals. February 20. It is expected that M. de Freycinet will form a Cabinet to carry on business over the exhibition. The weakness exhibited by President Carnot during the present political criais is exciting a good deal of comment. St. Petersburg, February 19. It is rumored that the Panslavonic party are supplying Boulanger with funds with which to carry on his campaign, in the hope of provoking a European war,
