Hong-Kong, February 4. Li Hung Chang, Prime Minister of China, has announced that unless the United States Legislature alters the recent laws, by which Chinese subjects are 1 excluded from the States, China mast bo regarded as an unfriendly Power. He states further that China was tempted to retaliate on America, and was perfectly able to do so if she wished. February 6. News has been received from Shanghai that a riot occurred yesterday at Tchsing Kiang, a town on the Yang-Tse-Kiang canal. The rioters attacked the offices of Mr E. H. Oxenham, the British Consul, which were burned. The fire spread to the adjoining buildings, and seven houses belonging to foreigners werS also destroyed. 11,M.8, Merlin; Lieutenant Commanding William M. Maturin, of the China Squadron, has been ordered to proceed at once to the scene for the purpose of protecting the property of British residents.
