FRENCH POLITICS.

Paris, February I , M. Floquet, the French Premier, today moved a resolution in favor of iest iing the old system of vo'ing, on the ground that the Government were unable to repress intrigues against the Republic without increased powers. He disclaimed any idea of attacking universal suffrage, Uproarious scenes took place during the debate, some of the Deputies demanding that steps should be taken to completely break up Boulanger’s agitation. M. Lagauerre, in the absence of Boulanger, taunted the Government with being afraid of the verdict which Paris had delivered. He declared that they were on the eve of events that Would change all existing institutions. M, Clemonceau asserted that the result of Sunday’s election was a defeat for the Government, and the Republican parly would find it difficult to recover their influence. The Chamber of Deputies was much agitated when M. Floquet, the Premier, introduced the scrutin d’ arrondissement. The vote of confidence in the Government was carried by a majority of sixty, February 2, Dissension is known to exist in the French Cabinet, and it is rumored that M. Freycinet, Minister of War, and M. Ferilloulat, Minister of Justice, have resigned, The scrutin d’arrondissement is the single ballot system, whereby each arrondissement (district, parish, or ward) returns its own member for Parliament. The alternative plan, the scrutin de hste, is the multiple ballot system, whereby all the members who offer themselves for Parliamentary election are put on the same list for the whole of the departement (county), and returned at the same election.
