Paris, December 19. The Cabinet have decided to make another attempt to provide assistance to the'Panama Canal, Thousands of people have unlertaken to subscribe to future canal bonds. A motion has been proposed in Congress, requesting; the President to intimate to the European Powers that America will not allow foreign control in the construction of the Panama Canal.
