London, December .11. The Russian loan has failed in Berlin and London, where in accordance with the Arrangements of the Syndicate who undertook to float it portions were put on the market. ' Paris, December 12. The French extra war budget has been voted by the Obamber of Deputies. The French additional war vote, agreed to by the Chamber of Deputies, amounts to 542,000,006 francs. December 13. The French Press regard the eagerness with which the 'Russian loan was taken up as equivalent to a declaration of alliance with Russia. Belgrade, December 12. The abdication of King Milan of Servia is considered inevitable, unless Austria intervene!}. December 13, Russian agents are working up agitation in favor of the deposition of King Milan of Servia, and a proclamation of a regency in the nami' of his sou.
