It is rumored that in conveqnenc; of the diedosuree of The Tunes libel hc ion, the Government intends to initiate a Sta'e criminal prosecution against Parnell on a charge of beng accessory to the Phoenix Park murders. July 18. The Parnell Oomraiscion Bill prondjs for the appointment of three judges to hear the charges against him, Mr Gladstone has been entertained by Sir Wilfred Lawson. In referring to the County Government Bill he cordially commended its provisions. He considered that it the duty of the House of Commons to inquire into the character of its members, and he objected to ether persons being appointed to do so, and also to the scope of the proposed Times Commission. July 19. Mr Gladstone, in speaking in the. House of Commons, said if was cruelty to refuse Mr Parnell a Select Committee. The inquiry ought to be limited to definite issues. He considered Mr Parnell’s approval of the retention of the Irish representatives in Parliament ought to remove the distrust now expressed at the Home Ri>ls scheme. The Times alleges that the celebrated letters produced at the late trial were merely secondary evidence. The members of the Union party express surprise at Mr Parnell accepting the commission of judges to hear the charges against him. July 20. In the House of Commons Mr L ibouchere and &ir J. McKenna, member for Monaghan South, have tab'ed notices of motion for the rejection of the Bill appointing a commission to inquire iuto The Times charges against Mr Parnell. It is thought that if the Parnell Commission Bill be passed in its present shape the inquiry might last for several years. Those acting with Mr Laboucherecontend that the duties of the Commission ought to be comp'eted in a reasonable period.
