The meeting between the Emperor William and the Czar of Russia will take place on board tho Czar’s royal yacht Dergaou in the Gulf of Finland, and afterwards they will proceed to Peterhoff. Count Herbert Bismarck and M. De Giers will accompany the royal personages. July 9, Sir Morrell McKenzie thinks that the abscess in the ear from which the Emperor William suffers will affect his brain. The Emparor embanks at Kiel on the 14th inst. in the royal yacht Hohenzollern, 1 and he will be escorlt d by four ironclads. The Czar in his yacht will be escorted by two ironclads. Their Majesties will meet off Cronstadt. July 15, The Emperor William has started to meet the Czar, and is escorted by a powerful ironclad tqundron. Outside of Kiel, the port from which ho took his departure, the Emperor William witnessed a brilliant review of the fleet. Tho general impression is that the visit of the Emperor to the Czar will strengthen the personal if not the political relations between Germany and Russia. In returning from his visit to the Cztr lie will visit King Chtis'i in of Denmark, and King Oscar of Sweden and Norway, July 18.
