' Vienna, June 11. The Emperor Francis Joseph, addressing' the'Delegations; said foreign relations were' perfectly amicable.' The principal .reason for asking for a credit vote was, the continuous uncertainty prevailing in respect to the European situation and the uninterrupted' increas'e of military power flnrj'readiness 'for war of all other European' Stales. itnssian army manoeuvres are ;being, carried on on an extensive scale on the Polish frontier; and it is expected that a similar demonstration will shortly take place further west on the Austrian frontier.
