London. April 26,
Lord Randolph Churchill, in speak’ng to the motion for a second reading ol the Parnellite County Government Bill, said that non-fulfitraent of promisee made by the Unionist party to support a scheme for the local government of Ireland was endangering the position of the Party. Lord Randolph aNo vigorously attacked the Government, mid strongly reproached them for breaking faith with Ireland.
Upon a division being ca led for, Lord Randolph walked out of the Ohomb>r.
April 27
Earl Dunraven, in moving the second reading of the Reform Bit in the H> use ot Lords, said direct representation of the colonies in the House of Lords was not practicable. He questioned whether the colonies would approve their AgentsGeneral sitting in the House of Lords. Lord Salisbury opposed the motion, and urged that it should be withdrawn. It was announced that Government have prepared a measure providing for the creation of lift-peerages with power to expel “black sheep.” The Bill was accordingly withdrawn.
The tax on bottled wines has been agreed to by a largn majority.
