Berlin - , April 7. The Empress Announces her intention of visiting the districts which suffered from the recent severe floods. AprilS. It is probable that the betrothal of Prince Alexander of Battenberg to Princess Victoria will be postponed until the ceri'raouy shall have been deprived of ■ political importance by the settlement of the Bulgarian question. The difference .bstweeu Prince Bismarck snd the Emperor over the betrothal of Prince Alexander to Princess Victoria is the absorbing topic in England and on the Continent. The Emperor and the members of the Government are at variance on the mattor, and it is believed the latter wish to test the strength of the Emperor. The Empress is- incurring disfavor, owing to her hostility to Prince-Bis-marck, and is generally blamed for inducing the Emperor to force on the match. April 9. - Bismarck's organs contain insulting references to the iSraperor and Empress^. London, April 9. At the suggestion of Sir K.. 8. Ma'et, British Ambassador at Berlin, the Lord Mayor of Londou has opened a relief fund in aid of the sufferers by the recent floods in Germany. It is stated that Prince Bismarck is a heavy loser by tho floods,
