Berlin, April 4, Prince Bismarck has received upwards ot 2000 birthday greetings. The Emperor has issued an address 'o the Reichstag, in which he states that he wil! unremitting attention to the affairs of State, and will ensure the maintenance of the efficiency of the army. He suggests numerous changes in the organisation of the at my. April 5, Persistent reports are being circulated to the effect that Prince Bismarck, fearing that Russia may take umbrage at the projected betrothal of Prince Alex Htider ot Battenberg to the Princess Victoria, daughter of the Emperor, has tendered his resignation as Chancellor of the Empire. Another statement is to the effect that Prince Bismarck merely contemplates resigning in consequence of continued ill-health. Both statements are guardedly denied. Queen Victoria favors the marriage, and it is understood that her contemplated visit to the Emperor is in accord ance with her expressed desire to be present at the betrothal ceremonies. April 6. It is stated that the Emperor declined to accept the resignation ot Prince Bismarck, Prince Alexander of Battenberg will arrive here on the 12lh inst., and Her M ‘j> sly Queen Victoria on the 20th, The Official Press announces that Prince Alexander has failed in his suit for the hand of Princess Victoria. It is stated, though not officially, that the betrothal has been postponed, Prince Bismarck will not resign. London, April 5. There is great excitement all over the Continent in consequence of the rumored retirement of Bismarck from the Chancellorship of the German Empire, April 6. The Standard states that the Emperor of Germany persists in the betrothal of Prince Alexander.
