Already there is dissension in the Cabinet seleo'eri by M. Floquet, and it is expected that several chauges will bo in rule.

M. Flnquet has issued a manifesto in which be guardedly promises that radical rnossnres should be taken to augment the defences of France and revise thp constitution when the opportunity is favorable. The manifesto has been coldly receivd.

M. Floquefc has announced his programme to the Chamber of Deputies, Reform in the constitution, he stated, d<?mnnded calm reflection, and he asked that he should obtain permission to take steps in that direction when a fayorable opportunity presented itself. He promised an immediate settlement of the relations existing between the Church nnd State, and also a revision of the financial and military laws. M, Loubprt, who accppted the portfolio of Minister of Pubiic Works in the new Ministry, disagrees with M. Floquet's proposal for roform of the constitution, and has withdrawn from the Cabinet. M. Feriolat Monkland replaces him. M, Meline and M. Clemenceau obtained an equal number of votes for the presidency of the Chamber, but the former has been chosen on the ground of seniority.

April 5. 'J ha new French Ministry is generally distrusted.
