Berlin, March 26. Tbi Elba »nJ Oder have overflowed tbeir banks, and a vast area of territory has beeu inundated. There baa been an appalling losa of human life and cattle. Forty villages have been submerged, and it is estimated that 10,000 persons have been ruined and rendered homeless by the disaster, March 27. Ths inundation caused by the river Elbe was due to the breaking down of ths banks of the river. I
