LOCAL GOVERNMENT BILL.
London, March 20.
Local government and the judicial powers of justices will not be touched by Mr Ritchie’s Local Government Bill. Mr Gladstone, ia referring to it, admitted that it was a large and bold measure. The motion for the first reading was carried amid hearty cheers from both sides of the House. The Press speaks in favorable terms of the Bill. Mr Ritchie’s Bill will have the effect of stimulating systematic emigration, as it authorises grants being made to intending emigrants without their being required to giye a guarantee of repayment. Mr Gladstone assured the Government of an impartial discussion of the measure. Later. Under Mr Ritchie’s Bill the plan of Government for the city of London is as yet incomplete. The second reading of the measure is fixed for April 12. The Conservative press generally condemns Mr Ritchie’s Local Government Extension Bill, March 22. Lord Hartington, speaking at Carlisle, said that the Local Government Extension Bill introduced by the Right Hon. Mr Ritchie was the largest and most liberal measure ever proposed in the House of Commons.
