TO THE EDITOR. Sib,—Ab our city fathers seem unable or unwilling to compel the scavenger to perform his night duties to the satisfaction of the householders, I would venture to suggest that they resume charge of the equipage and take turns, week about, at the work them selves.—! am, etc.,
