London, March 1. The impression is increasing that the only course to bring about a satisfactory settlement of the Bulgarian question is by holding a conference of the Powers, Paris, March 2. In the Chamber of Deputies last evening, M, de Bretel said the Central Alliance was not of a peaceful character, and that France must not continue to appear the only Power showing sympathy with the Czar in his. evident desire to pose as (ho arbitrator of' the peace of Europe. Constantinople, March 8. M. Nelidoff, the Russian Ambassador, has delivered a more pressing note from the Czar to the Porte, which is endorsed by Germany and France. The other Powers express no opinion on the subject of the note, which, it is understood, renews the Czar’s demand that Prince Ferdinand should be immediately deposed. Vienna, March 2. It is reported here that Count Kalnoky, Minister of Foreign Affairs, will apply to the Delegation? for a vote of 100,000,000 florins for war purposes. March 1. The Austrian official Press protest against the claims of Russia to assume a preponderating influence in Bulgaria,
