London, Feb. 22, In bis Speech on the Address-in-Reply in the House of Commons, Mr Gladstone said the party which ho led did not desire that the Government should prematurely disclose what acdon they were taking in consequence of the disturbed state of Europe. In the House of Lords the Marquis of Salisbury said that a conference of the Powers on the Bulgarian question was unnecessary ; that diplomacy should suffice to bring about a settlement of the question. Lord Salisbury said further that it would be a disgrace to Europe if war resulted over such a question, Feb. 28. The Bill introduced in the House of Commons by Mr Parnell authorises judges to reduce the rents or to postpone the time under which payment may be made. It also extends the period of redemption to three months in case of tenants who may bo evicted. The members of the House of Commons have decided to begin business is* 3 o’clock in the afternoon, and to ?it not later than 1 o’clock in the morning.
