Brussels, Feb. 22. It is officially denied .that Belgium has joined in the Alliance. St. Petersburg, Feb. 22, Lieut.-General Angus von Werdcr, Governor of Berlin, who bus the reputation of being very close in the confidence of the Emperor of Germany, is at present op a visit to tbe Czar. Feb. 23, It is stated here that the Powers are inclined to reply to the Czar’s note in respect to the Bulgarian question to the effect that the deposition of Prince Ferdinand as suggested by Russia would only lead to fresh complications in the future, whilst it wou'd achieve no good result in the meantime, Later. No reply has been received to the Note sent by the Czar to the Powers urging the deposition of Prince Ferdinand. Feb. 24. The Messenger Official in an article on tbe Bulgarian difficulty says the Berlin treaty is the only guarantee of the stability of the Balkan and that ibe assumption of tbe throne of Bulgaria by Prince Ferdinand is contrary to the conditions of that treaty, ihe article goes «n to say that Russia does not consider it necessary to conceal what action should be taken in the event of the removal of P/ince Ferdinand ; that Bulgaria owes her existence <o the efforts and sacrifices of Russia, who continued to sympathise with her in her sorrows and trials, solely desiring the welfare of her people. The article concludes by stating that Russia will await the desire of Bulgaria for the restoration of relations between the two countries based on mutual confidence. Feb. 26;
It is believed that the Sultan of Turkey will not agree to inform Bulgaria that the election of Prince Ferdinand is illegal, and that he will not comply with the Russian requ-st unless the Powers direct him. It is considered in Berlin and Vienna that the article in the Official Messenger is intended to incite nhellion in Bulgaria, where the internal situation is already restless. The Czar agrees to renounce civil and military agents in Bulgarin if Prince Ferdinand is deposed Irom the throne. Rome, Feb. 23.
Italy is taking active measures to increase her army and militia in consequence of the action of Franco in massing a large number of troops on the Italian frontier.

The North Prutsche Zeilung slates that Germany supports the Russian proposals in connection with affairs in Bulgaria, and considers that the Porto wid also be compel'ed to support them London, Feb. 25,
