London, Feb. 11. Mr E. Stanhope, Secretary for War, stated in the House of Commons last night that he was arranging a scheme by which the British forces could be mobilised at forty-eight hours’ notice. The completion of the scheme was, he mentioned, being pushed on with all possible despatch. Vienna, Feb, 12. The Neue Freie Presse of this date states that Great Britain has agreed to defend the coasts of Austria and Italy against either Russia or France in the event of war. Constantinople, Feb. 12. In consequence of the threats of M. Melidoff, the Russian Ambassador to Turkey, to withdraw if Kiazim Pasha were sent to Sofia, it has been decided not to send Kiazim. Rome, Feb. 12. A supplementary treaty is being arranged between Italy, Austria, and England providing for the defence of the former’s coast in the event of any hostile landing being made by either France or Russia. wmmmmmmmmmmmmmrntmmmm
