Paris, Dec. .13, After renewed efforts, M. Tirard has succeeded in forming a new Ministry in which the following portfolios are allotted :—Premier and Minister of Finance, M. Tirard ; Minister of Foreign Affairs, M. Fleurens; Minister of the Interior, M. Targier; Minister! of Justice, M. Failliers; ; Minister of War, General Logetot; Minister of] Marine, M. Derriahy. ' ' I President Carnot's message to the National Assembly proclaims the policy of the Government to be one of concord. Political reforms are to be at opce introduced with a view of improving the financial administration. Rbferring to the .foreign policy of France, the message states that it will be aim of Government to prove to Europe that the desire of the Republic is to help to strengthen the general peace. London, Dec. 13. The judges have dismissed the charges against M. Daniel -Wilson, : on the ground that he holJs no.leg*l office. President Carnot's message to the Chamber of Deputies advocates slow and cautious reforms, and urges patriotic union. , M. Ferry is recovering 'from the effects of the recent attack upon hip life.
