M. Clemenceau has informed M. that he will best serve the Republic by resigning the Presidency.

M. Clemenceau has declined to undertake the formation of a Ministry. M. Grevy then summoned MM. Freycinet and Fluquet, who in turn also declined to form a Cabinet, The President, who is obdurate in the intention not to resign, then summoned M. Brisson, who also declined.

M. Gr«vy has resolved to resign the presidency, but will himself first form a Cabinet which will summon the Legislature to elect a successor to him. Before retiring, he will issue.an address to the country denying his responsibility in apy way for the home and foreign entanglement which he foresees, and declaring that his resignation is not a voluntary one, but is simply due to its being impossible for him to continue to govern the country. London, Nov. 22.

It is feared that unless General Bnulanger is included in tho new Cabinet, an outbreak will occur, and in consequence extreme precautionary measures have boon adopted by the military governor of Paris. Prince Napoleon has issued a manifesto in which he asserts that President Grevy must retire, and further that a Government emanating direct from the people will alone be able to govern Franco.

M. Grevy, the President of France, haying refused to resign, the Chamber of Deputies have negatived a motion for the supression of the Presidency, but decided to take extreme measures to maintain peace and order in Paris. There is no excitement outside of Parip.
