London, Nov. 4. The New York Sun publishes a report of the meeting of dynamiters held at Brussels on Sunday. The meeting decided not to hamper Messrs Gladstone and Parnell in the agitation for Horn** Rule for Ireland, and also to refrain from the committal of outrages while there was the slightest possible prospect of Parliament granting self-government to Ireland. The Earl of Selbonrne speaking at Tilbury stated that ho was unable to support Mr Gladstone’s Dish policy, which practically meant spoliation and anarchy ; and that Liberal Unionists must prefer the country before their party. Nov. 5. Government have decided to prosecute the persons who attended the mid night meeting of Nationalists held at Woodford, County Galway, last month, at. which the proclamttion of the Lieutenant forbidding the meeting, was bnrued in the presence of a large crowd. Amongst those to be indicted ore the following members of Parliament : Messrs Rowlands, L). Sheehy, and Gin. A Mooniigblet has shot and severely wounded a farmer at Tralee, while the Utter was assisting a boycotted neighbor. United Ireland urges a general application of the Plan of Campaign, in order to avenge O’Brien. Mr Cox, M.P. for East Clsre, summoned to appear *t Ennis on the charge of attending proclaim'd meetings, failed to appear when called upon, and » warrant was issued for his arrest. Mr Balfour, the Chief S-cretary for Ireland, speaking st the Town Hall, Birmingham, accused Mr Gladstone of laboring to frustrate the efforts of the Government to restore order in Ireland by palliating the commission of crime, and inciting tha people to perpetrate acta against the law. Mr Balfour declared that the wovernment would nevertheless bravely persist in enforcing law and order,, and would finally triumph over their opponents.
