IRISH AFFAIRS.
London, Oct. 25.
Monsignor Persico, Papal Envoy sent to Ireland, has returned to Borne. He reports that the Irish Bishops and clergy declare they are unable to do anything to change the hostile attitude of the people towards Great Britain. The Pope is anxious to meditate. Mr Chaplin, M.P. for Sleaford, io addressing his constituents, said that Mr Gladstone's recent utterances were of a criminal character, and evidently intended to weaken the authority of the Government and to encourage the Irish people to resist the laws. He thought if Mr Gladstone was allowed to continue the agitation the government of Ireland would be impossible.
