IRISH AFFAIRS.
London, Sept. 30. Colonel Sir J. West Ridgeway, who was Special British Commissioner for the delimitation of the Russo-Afghan frontier, has been appointed Undersecretary for Ireland, vice Sjr Redvers Buller, resigned. Archbishop Walsh, who recently suggested a'Conference between landlords and tenants on the rents question, has been invited by the convention of landlords to nominate delegates on behalf of the tenants. Archbishop Walsh, in reply, says .that .although the convention approves bis proposal he is not sanguine that there will be any successful result, and he. fears that further delay will, take place before tenants will secure the advantages and benefits for which they are agitating. Oct. 2, O’Brien and Sullivan, the Mayor of Dublin, have been summoned to appear on Thursday for publishing in the newspapers United Ireland and Nation report* of the doings of sup. pressed branches ot the Na'ional League,
