PROROGATION OF THE BRITISH PARLIAMENT.

London, Ivpt. 16. Parliament was prorogued to-day by Royal Commission. The Speech from the Throne, which was r<-ad by the Lord Chancellor, stated that relations with foreign Powers were frundly. Mention ( was made of the settlement of the Afghan frontier question. A hope was expressed that the settlement will conduce to a lasting peace in Asia, The pacification of Upper Burmah is fully completed. The Egyptian Convention still remains unralifiad, but England’s obligation! to the ruler ond people of Egypt will continue to be carried on without change. The presence of the British forces bad secured the blessing of quietude, and had supported the Khedive in his efforts to promote good government. The Speech announced the appointment of Commission for the settlement of the Canadian fisheries question, and referred to the ratification ot the Anglo-Cbinose Treaty. The Speech mentioned with singular satisfy'ion the assemblage of the first conference of representatives of the colonies, whose debates were directed to many matters of deep practical interest to their respective communiti-s, all of which were conducted in a spirit of hearty cooperation, which would would strengthen the affection of, and tend to bind together, the various parts of the Empire. The grave depression of trade is alluded to, which, however, is stated to bs at present less severe, except in the farming interest. Her Majesty trusts that the remedies provided for the w»nts and troubles of Ireland will gradually completely restore order, and encourage peaceful industry in that country. Reference was made to other measures passed by Parliament, and the Speech concluded by stating that Her Majesty was deeply touch' d by the expression ot fervent loyalty of her subjects throughout the Empire on the occasion of her Jubilee, and (rusts she may be spared to continue to reign over her loving, faithful, and united people.
