The Porte has sent a notification to Bulgaria that in consequence of the collapse of the scheme of the Russian Government that General Ernoth should become sole Regent, the Turkish Government has made enquiries as to the views of the Russian Government under the altered circumstances, and has dispatched a fresh circular note to the Powers regarding the settlement of affairs in Bulgaria. .
