London, Aug. 28. Prince Ferdinand occupies nn isolated position, and his haughty manners displease the Bulganuns. A political deadlo-k is impending. The Czar has violently reproached Prince Ferdinand with a breach of the Treaty of Berlin, and the Sultan has addressed him in similar, but more moderate, term.". The Porte is yielding to Russia. Germany and France are likely to agree to tho proposal that a Russian General, with full powers, should accompany Artin Effendi on his mission to Bulgaria. Constantinople, Aug. 29. In connection wi*h the proposal by Russia that a Russian General should accompany Artin Effendi, who has dispatched to Bulgaria on a special mission, the Porte has issued a fresh circular note to the Great Powers, ex plaining that Russia has proposed that General Ernoth should go to Bulgaria as sole Regent, with power to summon a new Sobranje, which shall elect a Prince.
