i Paris, May 30.' ' General Boulanger; late Minister of .War, has issued "a farewell Order of the Day, in which he urges upon the army fidelity to the law and constitution.

M. Fmon, the new Minister of War, on assuming office, also issued an Order, in which he declared his intention of pursuing the same policy of military reform as was adopted by his predecessors, and he further devotes himself to increase the defensive force of the country. May 81. A popular demonstration in faror of General Bou'anger took place outside the Grand Opera House to-night. The proceedings, in which several thousands took p#rt| were of a turbulent character, Troops : were;helif in,readiness to protect the Champs Eljsees; especial care being taken for the protection of the Embassies. The proceedings, however, passed off quietly. General 'Boulanger has left Paris, , London, May 31, M. Rouvier, the new French Preriiier, has issued a Ministerial programme in which he stales that he has accepted the amendncent of the Budget 'Committee, involving retrenchment of expenditure to the extent ot six million francs. He likewise indicates that the Ministry wil maintain a firm foreign policy, combined with prudence. The Radical numbers in the Chambers already mshifest great hostility to the new Miuisers, The announcement of the neyy French Ministry vos received sullenly in Paris. June 1, M, Bonder, the French Premier, has secured a strong vote of confidence in the Chanter of Deputies, the Right and Modeates supporting it.
