S.C. BOARD OF EDUCATION.
The monthly meeting of the Board was held on Thursday. -Present —Messrs R. W. Goldsmith (Chairman), J.. Jackson, J. Talbot, R. A. Barker, M. Gray, W. B. Howell, Dr Foster, Rots. G. Barclay and T. Jasper-Smythe. The Chairman reported the following appoinimentn.had been made;—"Miss Islip to Albury, Miss Neho.u to Rangitira Ya'ley, Miss Mollroy toTimaru,Mf Strongto W«imate, Mr Colberi to Geraldine, Mr A. 0. Burn (as locumitmns) to Pleasant Valley, Mr A. C. Blake to Waimate. r’he followings resignations had been received Mr D. Sinclair, Otsio; Mr D. Bone, St. Andrews ; Miss M, McLeod as.pupil teacher. The Rev. Gi Barclay moved, as he had notified his intention to do:—“That in case of young persons, between ; the age of 14 and 18 years applying (for appointment as pupil teachers, such,applications may be entertained on the following conditions First that such applicants are prepared to undergo the ex-aminations-prescribed for the, partiaular year, the status of which they desire to obtain. (2).,- Second,- that in case of passing such examinations successfully, and of being employed by. (he Board, the salary shall be Jess from year to year by £ ;■ than, if .such pupil teachers had entered in the ordinary way and, had: experience in teaching. (3). Third, in case from a desire to qualify for immediate employment, and to obviate a long delay in* waiting- for the regular- annual examinations,. any persons not already, employed as pupil teachers, and within the age taken on examination, the BoArd may direct such examination to be. be held on payment by the applicants of a fee of £——.” —After a short discussion, in which it w<« agreed that Mr Barclay s motion was a right direction, it was resolved on the motion of Mr Jackson, seconded by Mr Howell—“ That the notice of motion of the Rev, G. Barclay be defvrred, and that a Committee be appointed, consisting of the Revs. G. Barclay and if."' Smythe and Mr Talbot, to,drew up a spheme, embracing th* notice oi motion j and ..that Mr Barclay he convener.’ Correspondence , was retd from the Education Department notifying fho extra capitation grant would now b* 4-t instead, of 5« and that the present vouchers had been made out in accordance with this reduction.—At the instance of the Rev. Mr Barclay it was, decided to reply pointing out that the. Board is not aware of any change embodying such reauction baling been agreed to. Bo the mistake in the site of tbeTotara Valley School, Mr West, the (.Board’s architect, ( .,wr,o,te explaining that pnj going out there be called upon the. Chairman of the School^Committee (Mr Shaw) who showed him theiite, and he .proceeded te mark it for the contractor, who at once set out the building. , He thought he should not be held responsible for the transfer 1 of' the additional land;—The Board, considered sufficient j care bad not been exercised, bat bpld the matter over until the exact coat is obtained. The Inspector furnished special reports on various schools * also of a meeting of householders sLßhubarb Flat. Concerning this, the Inspector recommended that a school be temporarily opened in a house that was under offer there. In the meantime steps could be taken to select a site from iwc or three that wore believed to be available." The;,Rev. G. Barclay moved," the'Rev. Mr" Smythe aeoonded, and it was carried—“ That Rhubarb Flat be declared an Educational District, and that a teacher be granted on condition (hat, at least for one year, school accommodation be found free by the J Cpmmiitee.” The Sub-Committee of the Sutherlands School Committee reported that they considered the election of Mr J. 0, Reid to the Sutherlands School Committee illegal, and had declared the candidate next on the Uat duly elected.-—The,report was adopted. A letter; was jeid from the Chairman of the Tarauka School Committee, covering resolutions passed at a public meeting o 1 householders, asking )the Board to grant additional teaching : power, so that primary education might not suffer.—On the proposition • of, the Rev. Mr Barclay, eeconded by Dr Foster, a Committee was appointed for the 1 purpose of enquiring into the organisation and working of the school, consisting of Messrs Gray, Talbot, Smythe and the jmover (with the Inspector) ; to meet-at .to ,hold the enquiry. t"' v ■' / Certain ventilating appliances were tasked for py,the same Committee, and the snb-Committse was authorised to look into this matter also. 1 • Mf R. H. jPearpoint ,wailed ..upon the Board and urged on behalf ; of the Geraldine School Committee that the Public Sohopl should be raised to the status of a District High School, add that certain now buildings' should be put up, Mr Pearpoint strongly urged the former request. Geraldine was the centre of; an extensive district in which there wore mah^ ! residents who' idesired to have secondary instruction within reach ( of their children. On the second request Mr ; Pearpoint, said the Geraldine buildings were among the oldest in Canterbury, The studs were retten, and the Master’s house was also out of repair.' It would be useless to spend money in repairs, l for the place was in such a shaky state that when a door ,w«P aUmmed-the plaster f*li down in every,djreptjoD. A letter was read from the Geraldine School Committee embodying the same questions. ' ' ’ , .. Mr Barclay strongly supported the requests and' finally-it was resolved op hi* .motion, seconded by Mr Ba'ker “(1) That the Board make enquiries as to whai the present school premises would realise if add. (2) That the same enquiries.be mode in regard to the sections in'GeralHine,'the'property of the 80.-rh (3) That on receipt of the next building grant tho> Board; consider the, proposal to erect new school buildings,:,*t, Geraldine. (4) That the Board will at orce enqu ire into the Apgaiity of sale of. the .premises referred, to,-and; take- any steps necessary to make such a sale valid,” The question iof raising the status ot the school was ordered to etund over pending the production of a return re cost of secondary education in : District High Schools, asked for by Mr Talbot, Mr Talbot asked that there be furnished to the Board at next meeting the following information: Dumber of fpupila who availed themselves of secondary ednpation during the financial year 1886, in the Diefcnpt oigh
Schools of Wnirnata and Temuka, exclusive of scholarship holders. (2) The extra cost to the Board of maintaining the Vvairaate and Temuka District High ; Schools as against primary schools only. The Pleasant Point. School Committee , were, granted permission to erect their i own gymnasium. Letters were read from the Pleasant Yalley School Committee recommending Mr Mpnzies thair school,,and from th« ..Upper Wajtobi Flat School Committee recommending the appointment of JM^isSjOstler to their school. Both appointments wai;e sanctioned. The fli'too School-Committee applied for for, repairs were granted two thirds of that amount, the balance to be made u,p by, the Commitee. The Waiinate .Ootjj'mit'tee were granted £1 for ( every £l,aubscribed up to £lO, for drainaue.purposes, , It was decided that. in;; future teachers should only communicate with (he Board through the Committees. Accounts were then , passed, and the meeting terminated.
